5132 Telegraph: The Creek Side
The Creek Side is an approved transit oriented development in the Temescal neighborhood of North Oakland. It is a 102 unit development containing three residential buildings, two of five stories and one of four. It provides 102 spaces of contained parking for tenants, many of which will be available to the general public during business hours. The Creek Side also includes numerous commercial spaces located along Claremont and Telegraph Avenues. The building will replace the outdated bank building and parking lot with high quality retail and residential that will greatly enhance the neighborhood appearance, increase local property values and strengthen the growing commercial district.

The Project received unanimous approval from the Oakland Planning Commission.
May - August, 2008: Community Meetings
The Project Sponsor, Hauser Architects, partnered with local community groups to insure that the project would meet the needs of the community and the project sponsor. Over a three month period, five meetings were held. Participants included representatives from the project sponsor, Hauser Architects, the City of Oakland, local property owners and the following community groups: RCPC, STAND, FROG, ULTRA and Friends of Temescal Creek.

January 9, 2008: EIR Scoping Session, Oakland Planning Commission
The Oakland Planning Commission determined the scope of the EIR after hearing a presentation by Hauser Architects, City of Oakland planner Darin Ranelleti and heard comments from the general public regarding the proposed development at 5132 Telegraph Avenue.

Hauser Architects met with FROG Park members to discuss the proposed FROG Park extension/greenbelt incorporated in the Creek Side design.
March 23, 2007: Application filed with the City of Oakland
Hauser Architects formally submits its Development Applications to the City of Oakland for the proposed development at 5132 Telegraph. For the next step in the public process, Hauser Architects will go before the Design Review Committee with their proposal on April 25, 2007.

George Hauser and Will Mollard met with another small group of community members to discuss the project proposal. Notable topics included the FROG Park extension and greenway, affordable housing, parking on site and in the Temescal neighborhood, height and density, and the commercial space and its use. Hauser Architects announced that it had made changes to the project to address concerns about the size and massing of the building.

Will Mollard gave a presentation summarizing the proposed Creek Side development to the RCPC and a wide array of community members in attendance. Upon completing the presentation, he addressed a variety of questions and comments pertaining to the Creek Side development in Temescal.
Topics of particular intereset included the amount of parking on site, potential traffic impacts, and zoning in Temescal. A flyer advertising the upcoming community meeting at the Global Video Site is distributed at the RCPC meeting and posted in businesses and retail spaces throughout Temescal. Hauser Architects continues to actively seek feedback and involvement from neighborhood organizations and local residents.
Februrary 28, 2007: Business Improvement District Meeting (Faith Presbyterian Church)
Will Mollard, from Hauser Architects, made a brief presentation of the proposed project to the members of Temescal Business Improvement District during a regularly scheduled meeting. He took questions and comments about the project.
Again, the response to the proposal was decidedly positive. Members were supportive of the opportunity for another new mixed-use development on Telegraph Avenue. A couple of concerns were voiced about the limited amount of parking and the amount of commercial space being provided may be too large for the current market for space.
February 27, 2007: First Project Sponsor Community Meeting (5132 Telegraph)

The stated goal of this meeting was to discuss specific issues and concerns about the project and indentify ways to mitigate them to the best extent possible. However, project critics did not attend, despite prior announcements, circulated flyers, and the sent mailer to all property owners within 300 feet of the development.
The meeting was primarily attended by those who were not in attendence on February 15th, so George Hauser and Will Mollard repeated their presentation. Again, they took questions and comments regarding the development following the presentation.
Repsonse to the proposal and to the level of community outreach was decidedly positive; particular appreciation was expressed for the large commercial space, green building features, diverse housing options, and consideration of community opinions by Hauser Architects.
February 15, 2007: Community Meeting (Faith Presbyterian Church)

George Hauser and Will Mollard of Hauser Architects presented the proposed development to the general public in this community meeting sponsored by District 1 Councilmember Jane Brunner. Following the presentation, they took questions and comments from those in attendance.
The comments focused primarily on the height, density and style of the buildings. Some community members were concerned that the buildings would seem out of context in the Temescal neighborhood; they were also concerned about parking and traffic problems. Others saw good things in the proposal, saying it would positively impact the neighborhood by creating more retail space and commercial activity, encouraging foot traffic, and enlivening the streets.
At the close of the meeting, Hauser Architects announced that they would host two community meetings, to take place at the cite, 5132 Telegraph Ave., where people could discuss these issues and concerns in greater depth.
These goals became the framework of Hauser Architects' first presentation to the community on February 15, 2007.
Hauser Architects listened to the input and suggestions from the aforementioned meetings and formulated 16 goals for The Creek Side development. The goals resulted in some changes to the January 4, 2007 project proposal and the addition of numerous project elements including the following:
- A decrease in the residential density from 144 units to 115 units
- An increase in the number of 2 and 3 bedroom units in the proposal
- Possible addition of "faux creek" extension in the greenway (contingent on year-round water flow)
January 5 - February 14, 2007: Meetings with various community stakeholders
In order to develop a project which reflects the interests and wishes of the neighborhood, Hauser Architects resolves to solicit input from as many community organizations as possible. During this period Hauser Architects met with representatives of the following local groups:

January 4, 2007: Zoning Pre-Application filed with City of Oakland
Hauser Architects filed its Zoning Pre-Application, proposing a mixed-use project for 5132 Telegraph Ave. This orgininal proposal consisted of 144 residential units and 2 commercial units in three buildings ranging from 40 to 65 feet in height, 120 off-street parking spaces and an extension of the FROG Park greenway on the site.
